Privacy Policy

This Privacy Policy explains how Mutual Pledge Incorporated collects, uses, discloses, and retains information when you use BlockPager. It should be read together with our Terms of Use.
1. Information we collect
Account and identity information
We receive account identifiers, name, verified phone information, and optional email or profile information from our identity provider, Clerk. Email is an optional backup account method. We store only the account information needed to operate BlockPager.
Residence and geography information
We collect the address you select and standardize it through geocoding providers. We store the standardized address, geocoded residence point, household or unit label, and official Census geography needed to place you in the correct block and neighborhood communication area.
If you choose Allow location for account safety, your browser sends a precise location and accuracy estimate for comparison. We use the precise coordinates transiently and do not retain them. We retain a location rounded to approximately 100 meters, its accuracy, its distance from your registered residence, whether it falls within your registered block and block group, its source, and its time. While this setting remains on, BlockPager may collect another observation at most once every six hours when the service is open in the foreground and your browser has already granted location permission. We do not request background or “always” location access. The ordinary map-centering flow does not retain the submitted browser location.
Phone choices and consent evidence
We store your verified primary phone, whether verified neighbors on your block may see it, whether you opted into emergency neighborhood text relay, and evidence of those choices. Phone sharing and text relay are independent and may be changed later.
Community content
We store messages, replies, reactions, conversation participation, reports, and delivery status needed to operate community communication and investigate safety or abuse. Resident-facing messages are normally hidden after 90 days. Some records may be kept longer for security, moderation, legal obligations, disputes, or approved legal holds.
Property and public-source information
We collect block-scoped parcel boundaries, situs addresses, property categories, image references, and public owner or taxpayer labels from government, map, or licensed data providers. This is property-source data, not proof that a person owns or occupies an address.
Technical information
We process request identifiers, device and browser information, security events, errors, approximate network information, and operational logs. We configure Sentry and application logs to remove account, contact, address, precise-coordinate, and message content from diagnostic events where feasible.
2. How we use information
We use information to:
- authenticate accounts and protect them from abuse;
- use optional, short-lived location observations to investigate fraud, account abuse, and suspicious residence claims;
- standardize addresses and assign official Census blocks;
- show the private block directory, map, and appropriate resident information;
- operate in-app conversations, reactions, and optional emergency text relay;
- honor phone visibility, text, location, and account choices;
- obtain and refresh block-scoped public or licensed property information;
- troubleshoot, secure, measure, and improve the service;
- enforce our Terms and respond to safety reports; and
- comply with law and protect residents, Mutual Pledge Incorporated, and others.
We do not sell personal information or use it for cross-context behavioral advertising. We do not provide the resident directory or public-owner data for marketing, solicitation, background checks, or bulk export.
3. Information visible to other residents
Verified residents on the same block may see your name and standardized residence address. If you turn on block phone visibility, they may also see and call your verified number. People with access to a block or neighborhood conversation can see content you post there, along with the sender name and message context.
Before phone verification, the service limits resident identity details and may show only masked initials or property-source information. Public parcel and owner information may remain visible within the authenticated, block-scoped product even when no resident is registered there.
4. Service providers and disclosures
We disclose information only as needed to operate the service, follow your directions, protect safety and security, or comply with law. Current provider categories include:
- Clerk for authentication and account identity;
- Google Maps Platform and the U.S. Census Bureau for address, place, map, and geography functions;
- King County and future licensed property-data providers for parcel and property records;
- Twilio for opted-in text delivery and phone-related communications;
- OpenAI for constrained analysis of public owner labels. This processing receives only the public owner string and broad property category—not an address, resident identity, phone, or household relationship;
- Render for application and database hosting;
- Sentry for privacy-filtered error reporting; and
- OpenStreetMap tile providers for map tiles requested by your browser.
These providers process information under their own terms and privacy commitments. We may also disclose information in response to valid legal process; to prevent harm, fraud, or abuse; in a corporate reorganization; or with your direction or consent.
5. Retention
We retain account and active-residence information while your account is active and as reasonably needed afterward for deletion processing, security, disputes, and legal obligations. Consent and legal-acceptance records may be retained as evidence of the choices and agreements in effect at the time. Optional coarse location observations expire after 30 days.
Messages are normally hidden from resident views after 90 days. Provider snapshots and operational logs use shorter refresh or retention periods where practical. Public property-source records may be refreshed or replaced without changing resident identity records.
We are still defining final hard-deletion and legal-hold periods for the pilot. We will update this policy before materially expanding retention or use.
6. Your choices and requests
You can change block phone visibility, emergency text relay, and optional account-safety location collection in your profile. Reply STOP to stop texts and START to opt in again. You can decline or turn off optional browser location access without losing ordinary in-app access. You can also revoke BlockPager's browser or device location permission; foreground observations will stop unless both the in-product setting and browser permission are on.
You may request access, correction, deletion, or information about our handling of your personal information by contacting legal@blockpager.com. We may need to verify your request and may retain information where permitted or required by law.
7. Security
We use technical and organizational safeguards designed for the sensitivity of address, identity, phone, location, and message information. No system is perfectly secure, and we cannot guarantee that unauthorized access or loss will never occur. Please protect your account and tell us if you believe it has been compromised.
8. Children
BlockPager is for adults age 18 and older. We do not knowingly permit children to create accounts. Contact us if you believe a child has provided personal information so we can investigate and take appropriate action.
9. U.S. operation
BlockPager is operated from the United States. Information may be processed in the United States and other locations where our service providers operate, subject to appropriate contractual and legal safeguards where required.
10. Changes to this policy
We may publish a new version of this Privacy Policy. The service identifies the version and effective date. If a change requires renewed acknowledgment or agreement, we will ask you to review the new version. We retain versioned documents and acceptance records so the applicable disclosures remain auditable.
