Terms of Use

These Terms of Use (the Terms) are a binding agreement between you and Mutual Pledge Incorporated, a Washington nonprofit corporation, for your use of BlockPager. By checking the acceptance box and selecting Agree and continue, you intend to electronically sign these Terms.
1. What BlockPager is
BlockPager helps people who live near one another find their block, view a limited directory, and communicate in block- or neighborhood-scoped conversations. BlockPager is not a government service, emergency dispatch service, property title service, background-check service, or substitute for professional advice.
For immediate danger or a medical, fire, or police emergency, call 911. Do not rely on BlockPager, app notifications, or text relays for urgent assistance.
2. Eligibility and your account
You must be at least 18 years old and legally able to agree to these Terms. You must provide accurate account, name, phone, and residence information and keep your account secure. A verified phone shows control of that number; it does not prove ownership, tenancy, identity, or a household relationship.
Your BlockPager access is personal. Do not share access credentials, impersonate another person, register an address where you do not live, or attempt to bypass residence, phone, geography, rate-limit, or privacy controls.
3. Directory and property information
Verified neighbors on the same block may see your name and standardized residence address. Your phone number is shown only when you turn on block visibility. You can change phone visibility and text-relay choices from your profile.
BlockPager may display public or licensed parcel, situs-address, property-use, image-reference, owner, or taxpayer information. Those records may be incomplete, delayed, or wrong. They do not establish current occupancy, ownership, identity, permission, or a relationship between people. Do not use BlockPager property or directory information for marketing, solicitation, eligibility decisions, surveillance, harassment, background checks, or bulk collection.
4. Messages, reactions, and conduct
You are responsible for content you submit. Keep messages relevant to the local community and do not post or transmit:
- threats, harassment, discrimination, stalking, or encouragement of violence;
- private contact, location, health, financial, or identifying information without permission;
- false emergency reports, impersonation, fraud, spam, advertising, or commercial solicitation;
- unlawful, infringing, sexually exploitative, malicious, or technically harmful material; or
- content that interferes with another person’s safe use of the service.
You grant Mutual Pledge Incorporated a limited, nonexclusive license to host, process, transmit, and display your content only as needed to operate, secure, moderate, and improve BlockPager and comply with law. You retain ownership of your content.
We may limit, hide, preserve, or remove content and may suspend accounts to protect residents, investigate abuse, enforce these Terms, or comply with legal obligations. We do not promise to monitor every message.
5. Text messaging
Emergency neighborhood text relay is optional and separate from in-app access. If you opt in, message frequency varies and carrier message and data rates may apply. Reply STOP to stop BlockPager texts and START to opt in again. You can also change the setting in your profile. Text delivery may be delayed, filtered, or unavailable and is never guaranteed.
You must have authority to use any phone number you provide. Do not use the service to send unlawful or unwanted messages.
6. Location and third-party services
BlockPager uses address, map, identity, communications, hosting, property-data, AI-processing, and observability providers. Their services may have separate terms. Map boundaries and neighborhood labels are aids, not legal boundary determinations.
An optional at-home location check is only an additional account signal. It is not proof of ownership or tenancy and may be inaccurate or unavailable.
7. Privacy
Our Privacy Policy explains how we collect, use, disclose, and retain information. It is incorporated into these Terms. Phone visibility, emergency text relay, and optional location access are separate choices.
8. Service changes and availability
BlockPager is an early-stage service. Features, geographic coverage, data providers, limits, and availability may change. We may modify or discontinue all or part of the service and do not guarantee uninterrupted, accurate, secure, or error-free operation.
9. Intellectual property
BlockPager, its software, design, branding, and original content belong to Mutual Pledge Incorporated or its licensors. These Terms grant you a limited, revocable, nontransferable right to use the service for personal, noncommercial neighborhood participation. You may not scrape, copy, reverse engineer, resell, or create a competing directory from the service except where law does not allow that restriction.
10. Disclaimers and limitation of liability
To the fullest extent permitted by law, BlockPager is provided “as is” and “as available.” Mutual Pledge Incorporated disclaims implied warranties, including merchantability, fitness for a particular purpose, title, and noninfringement.
To the fullest extent permitted by law, Mutual Pledge Incorporated and its directors, officers, volunteers, employees, and service providers will not be liable for indirect, incidental, special, consequential, exemplary, or punitive damages, loss of data, loss of goodwill, personal injury caused by another user, or reliance on messages, alerts, directory data, property data, or service availability. Our aggregate liability arising from the service will not exceed the greater of $100 or the amount you paid us for BlockPager during the twelve months before the claim.
Some jurisdictions do not allow every disclaimer or limitation, so portions of this section may not apply to you.
11. Suspension, termination, and account deletion
You may stop using BlockPager at any time and may request account deletion by contacting us. We may suspend or terminate access for violations, safety risks, legal requirements, or service discontinuation. Provisions that by their nature should survive termination will survive, including ownership, disclaimers, limitations, and dispute terms.
12. Changes to these Terms
We may publish a new version of these Terms. The service will identify the version and effective date. When a change requires renewed agreement, we will ask you to review and electronically sign the new version before continuing to use affected features. Prior versions and your acceptance records are retained for audit and dispute purposes.
13. Governing law
Washington law governs these Terms without regard to conflict-of-law principles. Courts located in King County, Washington will have exclusive jurisdiction over disputes, except where applicable law gives you another right.
